The total cost of this project is NT $ 11,400,000, and the overall working period ended on December 20th, 2020. However, until December 4th, 2020, all works have been finished and the results of works were described as follows. As of October 31th, there are 12 sites that have been announced of the control or remediation site in Hsinchu County, including: 3 remediation sites and 9 control sites. During the year, 1 sites were completed first time verification work and a total of 5 sites were revoked. In order to avoid polluted sites improvement progressing behind, this project carried out the regular inspection and supervision according to the frequency of checking. If necessary, the Environmental Protection Bureau and the Environmental Protection Administration also visit the sites to assist in the counseling. The average per month to patrol each site is above 12 times. Besides, during this year, we completed the groundwater pollution complement survey work in Tsuang Hine Shock Absorbers ltd. Details of the work, please refer to chapter 3. In this year, this project continued to monitor the groundwater contaminated area of which the concentration exceeds the groundwater pollution monitoring standards. The result of monitoring was normal in the groundwater of the river basin of Xiao-Li River, and the downstream areas of the Philips Zhubei manufacturing plant (including Taihe industrial district). The trichloroethylene (TCE) concentration of groundwater in Sanyang Motor Co., Ltd in Xinfeng township was exceeded the groundwater pollution control standards. Details of the work, please refer to chapter 4. This project completed the reviewing the underground storage tank declaration reports on the system, 7 gas stations were selected for conducting soil gas detection and reports check. Also completed An Jia gas station relevant tracking counselling and pollution verification works. This project also assisted to review the documents pursuant to Articles 8 and 9 of Soil and Groundwater Pollution Remediation Act, 27 applications have passed the review, and 57 applications were in correction progress, from January 1st to October 31th, 2020. This project investigated those anomalous declaration or soil and groundwater quality in high pollution potential areas .We completed 3 sites (He Tai Decorative Light Ltd., Calitech CO., Ltd. and Tairitech CO., Ltd) investigation and verification of soil and groundwater pollution, all sites were under soil and groundwater pollution control standards. This project also pursue counselling and investigate the high pollution potential factories from EPA. The result of Chung Jih Metal Treatment Chemicals, Inc. and Jen Hua Ltd. Ammonia, nitrogen exceeds the groundwater pollution monitoring standards. The result of Taiwan Hi-tech CORP., copper exceeds the soil pollution monitoring standards. In addition, this project assisted to check the monitoring data of industrial parks. Details of the work, please refer to chapter 5. This project also supported the EPB on the investigation and verification works of pressing soil and groundwater pollution cases, completed twice-yearly inspections of monitoring wells, maintained the wells function, diminished useless wells, and assisted in holding 19 campus education activities, 1 session soil and groundwater pollution prevention instructor training camp, 2 sessions soil and groundwater pollution prevention law regulation orientations, and 20th Anniversary Exhibition of the soil and groundwater pollution prevention law .
